The Council has a duty to manage the streets for the benefit of all road users and residents. Consequently controls and restrictions are introduced for reasons of safety, traffic flow, environment and access. These controls and restrictions require effective enforcement to ensure that the objectives are met.
A Traffic Regulation Order (TRO) is a legal order that is required when the County Council (as Highway Authority) restricts or prohibits an activity on the highway. A TRO is the legal document allowing enforcement of a restriction by the Police or Civil Enforcement Officers.
It can take several months to design and implement a new scheme involving TROs. Legislative processes have to be adhered to, for example consultation, advertisements (in the local press), objections considered etc.
The necessary road markings and signs must be in place before a TRO can come into effect and become legally enforceable.
A TRO can be made for stationary restrictions; for example parking, waiting and loading restrictions.
A TRO can also be made for moving restrictions: for example speed limits, weight limits, one way and other prohibition of movement restrictions.

Decriminalised Parking Enforcement (DPE) will become Civil Parking Enforcement (CPE) from 31st March 2008 which is when the Traffic Management Act 2004 comes into force.
Yes. You can now view a map showing what the restrictions are and where they are.
Each map is called a map schedule. Each map schedule shows the parking and waiting restrictions for a specific area. The conditions relating to the restrictions including permitted exemptions to the controls, are contained in the Articles.
Yes. The order is divided into two parts, the first part are called the Articles (or preambles), which govern the restrictions and exemptions to the order. The second part of the order is made up of the map-based schedules.
If you are interested in the restrictions in your area you can view the MBTROs and map schedules to see exactly what restrictions are currently in place.
MBTROs are currently available for the North Wiltshire district and the Kennet district. The West Wiltshire district MBTROs will be available online in June 2008. The Salisbury district parking and waiting restrictions will be converted from text schedules to map schedules in the near future.
